Check the Visa Bulletin regularly; the dates change monthly.

The processing time will likely not affect the time it takes her to obtain a visa. If she files now, she will have to wait for a visa to become available to her according to the Department of State's visa bulletin. She's an F1 family preference applicant. Currently, visas are available for F1s who filed before May 2005 for most countries, and longer for some other countries.
Note that if she marries before a visa is available, she will drop to F3 preference, which takes longer.
