My question involves police conduct in the State of: Missouri

A male police officer search a 4 year old girl. Is that legal. He shined a flashlight down her pants and in her shirt. It was the HWY patrol. They searched the car while she was still in the car, is that legal?

What attorney would I call to talk about this with. What kind of attorney?

The legality of any search depends on the totality of the circumstances. if you feel that the search was unlawful or improper, you can make a complaint to the agency and consult an attorney.

The presence of the child in the car does not prevent the police from searching the car. If there as some reason to believe that some adult might have concealed a weapon or controlled substances on the little girl's clothing, it is possible that the officers could easily articulate good cause to conduct a visual inspection. I've seen adults hiding meth. and even heroin in baby's diapers. There's no limits to what some dopers will do and who they will risk to avoid detection.

You described a search.

Gender tends to not be an issue in legal searches. Just as a male doctor can examining a female patient and vice versa, the cop is simply doing a job. Unless there was some inappropriate action (which you have clearly stated nothing even close happened), the cop was performing a search. In most states, a male cop can search a female detainee and a female cop can search a male detainee. They often attempt to have a same gender officer perform the search to avoid any claims of impropriety but it is not generally required by anything more than department rules, if that.
