My question involves criminal law for the state of: Illinois
I was arrested for dwls, abd it was dropped and recharged as a felony. It has been over 3 years. Is there a statute of limitation on this to proceed? Can I get it tossed out?

If you have been charged, the SOL is stopped. SOL only runs prior to initiation of prosecution. Your other avenue of relief would be a speedy trial violation but a. you haven't given enough details such as the reason it has been dragging on and b. I'm not familiar enough with speedy trial rules in IL to comment further.
free9man is correct. But, I'm curious what felony charge was filed stemming from a dwls arrest?
Behind the badge is a person. Behind the person is an ego. This is as it should be, person at the center and ego to the back.
In Illinois, you can be charged with felony DWLS after multiple arrests for this charge. It usually takes three or more. It's not going away and I suspect that that it's the defense that keeps continuing the matter.
