I claimed my sister whom does not qualify for the EITC and wanted to give her over to my father. Is this possible and if so, what are the possible penalties for removing a dependent from a filed claim?

Amend your return (1099X). At most you're liable for is the additional tax, interest, (and if you are way off a penalty).
However, exemptions aren't some sort of tradable commodity. You actually have to provide more than half the support for the person. It would be impossible for both you and your father to both qualify.
My total deductions were $27,000. I only made a little over $10,000. If I remove my sister, would I still pay any taxes?
