Ticket Issued for Muffler Hanging Off

My question involves vehicle maintenance laws for the State of: Pennsylvania

I was issued a citation for my muffler hanging off and excessive noise, while my car is louder then it should be my muffler is intact. My real question is is it legal for an officer to issue this ticket while my vehicle is registered out of state? I pleaded not guilty to this ticket based on the fact that my muffler is still attached to my car. I took pictures of it and my phone provides a date and time stamp.

Louder than it should be and "falling off" are both perfectly reasonable things to cite you for. Just because your car hasn't come completely apart is not a defense. PA rules aren't much different than anywhere else in the country in this regard. You'd have been written up in MD for sure as well.

its not louder then 86 decibels which is the legal limit, but my real question is can he write me a ticket when im not registered in PA but NJ instead? Not only that but he didnt tell me what he pulled me over for right away, he first asked me if i had any contraband in the car and if id consent to a search I declined cause he couldnt tell me what probably cause he had, because there wasnt any. then only after i declined the search did he tell me that my muffler was hanging off the vehicle, which it wasnt and my exhaust is completely intact also.
