Driver Responsibility Fee

My question involves traffic court in the State of: MICHIGAN

I got a ticket for not providing proof of insurance. I paid the $160 ticket the next day. To my surprise, today I get a letter indicating that I have to pay a driver responsibility fee of $400, $200 this year and $200 next.

I did some research and I found out that Rick Synder our state governer has repealed the law and it will take effect Oct. 2012.

My question is, if I take the 24 month payment installment for the fee, will i be able to stop paying this Oct.?

If the bill is not retroactive, then you will likely be required to complete your payments. If it is retroactive, then I would demand all said money back.
