How Can a Married High School Dropout Get a Driver's License

My question involves a driver's license issued by the State of: Kentucky

My name is Kelly. I live in Russel Kentucky. I am married and I got married in December
of 2011. I work in Ironton, Ohio at subway and my husband works in Ashland.
Here is my problem. I need a drivers license. Like I said I work. and its not very close to
where I live. My husband drives but there is no way that we can continue rushing for us both to
get to work on time with only one driver. I am not in school, more did I graduate and according
to the no pass no drive law in Kentucky minors can not obtain their driver's license without being in or finishing school, or getting a GED. But there's no way I could get my GED without a license
due to our work schedules. Anyway, I just moved to Russel which is in greenup Co KY.
I moved from Ashland KY where I called the Boyd Co courthouse which is where you get
your permit up here. and I told them my situation and I also told them how my husband
should be leaving. for the military and I would have no way to get around. She told me it was fine
and because I was marries the no pass no drive law didn't apply to me. So the next day I go in they told me my husband couldn't sign for me (because I'm a minor someone has to sign for me) and then informed me. since I live in Greenup Co I had to go to that courthouse. So I called the Greenup Co courthouse and some lady told me that I would not be able to get a license because of the no pass no drivwlaw. None of this is making sense. I have my own place a job a car a husband but I can't have a license. I don't believe this is true. The experiences I've had with courthouses here have not been good.
Every times I speak to a different person I get a different answer. Please help me. I'm just trying
to make it in life.

I'm guessing you're under the age of 18. At 18, you can apply for an adult license.

Unfortunately, the Kentucky No Pass, No Drive law is flawed. There is only one provision of the law that would allow you to have your driving privileges reinstated (when you dropped out of school, your privileges were revoked).

Under Kentucky Law (KRS 159.051):

(3) In order for the student to have his license reinstated, the court shall be satisfied that:
(a) The license is needed to meet family obligations or family economic considerations which, if unsatisfied, would create an undue hardship; or
(b) The student is the only licensed driver in the household; or
(c) The student is not considered a dropout or academically deficient pursuant to this section.

If the student satisfies the court, the court shall notify the cabinet to reinstate the student's license at no cost.

It appears that subsection (1) applies to you. Subsection (2) and (3) do not fit your situation.

Unfortunately, you would have to have a PARENT sign whatever documents are needed, since you are still a minor. Your husband (presumably a minor also ?) cannot sign for you.

Contact the Court in your County and point out the part of the statute noted above. Take your parent and whatever other documents you need (i.e., marriage license, proof of employment, birth certificate of your child, etc).
