Default Naturalization With an Arrest Record

My friend from out of the states will be moving here and she is worried about getting a citizenship because she has been arrested for a protest. She was arrested and place in jail over night so she is worried since it shows on her criminal recored that they may not approve her. It was an arrest for when she was a minnor. I was wondering if this would cause a problem.

On what basis is she moving here?

If she is not already residing here, citizenship is putting the cart before the horse. She needs to first obtain an immigrant visa and apply for permanent residence.
In what country did this arrest occur?
Did she get convicted of some offense pursuant to the arrest?

Her father is moving for work and she is coming with him to help out with the house and to possibly study to become a nurse. I know she will need to be a resident before getting citizenship but the question still remains.
She is currently in Canada and that is where the arrest occurred.

We can't help you if you don't answer the questions.
Was she CONVICTED of anything after the arrest? If so what?

Her motivation for moving here is NOT the same as her basis. What is her father's citizen visa status? What Visa does she envision applying for? What makes her think she's even eligible for an immigrant visa, let alone permanent residence or citizenship?

What makes her think that she's going to be certifiable as a nurse with a criminal background?
