Minor Caught Driving in California

My question involves a driver's license issued by the State of: California

So my little brother was caught driving with without a license. he was 16 and only had his permit. this happened all in july of 2011. he didnt recieve any notice about appearing in court until 2 weeks ago. during this time period, he had passed his driving test and received his license, been driving around,obtained insurance, and paid off the ticket and did traffic school for the reason he got pulled over which was not having his headlights on at night. what would happen to him? will he be able to keep his license?

If he had not appeared in court, what was he paying off? It certainly was not a court fine, and traffic school would not have been assigned.

Something is wrong with this picture.

Did he attend Juvenile court, and was it a juvenile court that sentenced him?

Where is this new notice supposed to be? And what offense(s) does the notice indicate?

he was paying off a ticket for driving with his head lights turned off. and now he has to go to court for driving without a license at that time and goin out past curfew

I can't say what will happen to him if he is a juvenile. There are often diversion programs available for minors, but there are certainly some judgment issues here.
