My question involves a consumer law issue in the State of: WA

I have disputed a charge with Paypal for the service that I haven't been satisfied with it (yet it has not been reached to the claiming step). After exchanging a few emails now that person threatening me that if I pursue it further with Paypal she will charge and sue me for any more time that should spend to communicate with paypal and for harming her business as the paypal may tie her account for 30 days. She is sending emails to my email address at the public institute and now threatening me that she would sue the institute as an employer of the institute I am representing the institute. I checked the law about limitation on usage of public domain for my communication with that person. (Initially I had contacted with this person for job searching service.) I appreciate any advice or any clue to the laws that I should read about it.
