My question involves civil rights in the State of: Florida

Why is this not a federal case? This is clearly a violation of the 8th ammendment? Or does that only apply to people that have already been convicted?

I'd wish I knew and hoping that Ron Paul will fix this problem. I notice that there are too many POS or wimps in the PD these days who can't even handle the petty stuff. But I have to agree that this should be on Federal level because its a violation of the 8th Amendment.

Ron Paul's solution to civil rights issues is to kick them back to the states, so his response would presumably be that a civil rights issue should be heard by state courts, not federal courts.
