So if she had her left signal on, where was she turning, was she at an intersection trying to make a left, or in her lane stopped at the far right of the roadway, and trying to get her vehicle back up to speed and towards the center of her traffic lane?

She was stopped or nearly stopped sitting near the middle line. She was turning into a driveway on the left side of road. She may have been still moving forward but at a crawl to turn left.
