Person I Bought Car from Won't Sign and Send Me Title

My question involves vehicle registration or title in the state of: Ct.
Back in Aug. 2011 i bought a car from my cousins friend befor he moved out to Cali. At that time he didnt have the title and we thought it wouldnt be a problem getting a new one. Well it turns out we were wrong big time. I found out from Mass. rmv that they had the title and and all they needed was his address and they sent it to him. This was in Dec 2011. After a week went by and i didnt recive it back from him i began tring to contact him via. mail, text, voice messages so on. It is now 2/5/2012 and i still dont have a title for the car. and havent heard a thing from him. Two of my cousins who are good friends with him have allso been tring to contact him with no luck either. All i have is a bill of sale that he signed when i handed over cash and he handed over the keys.
What elese can i do to get the title for this car.

If you don't have the title, you did not "buy" the car.

You can sue him for the return of your money, but that's problematic given that you don't know where he is or if he even has the money to pay you back.

You gave them his address and told them to send the title? And they did so knowing that you were not him?

Yes i emailed Mass rmv his address and they replied back to me that the title was sent out to him on 12/14/11 and all he needed to do was sign it and sent it back to me. Like i said previously sense then i still havent received the title back from him and have had no luck getting in touch with him.
