Received Parking Ticket Because 'No Parking' Sign Was Vandalized

My question involves a traffic citation from the state of: Washington

My rental car got a $47 parking ticket in downtown Seattle today. I'm from California and this was my first time driving in Seattle, so I had no idea that parking within 30 feet of a parking was not allowed, and the sidewalk wasn't painted, so I parked a few feet behind a stop sign. It wasn't until I got a ticket that I realized that there was a sign saying "No parking within 30 feet" because it was completely covered in stickers and graffiti.

Is there any chance I can mail in a photo of said graffiti'ed sign and get the ticket thrown out?

If you want a shot at avoiding the fine, it's worth trying. You haven't indicated any other basis why the ticket might be invalid, so the choice seems to be attempting that defense or cutting a check.
