Is There a Grandfather Clause in the ADA

My question involves civil rights in the State of: virginia

i thought there was no grandfather clause?

i said there's no such thing as a grandfather clause and here's the reply. please explain it to me.

"you read 42 U.S.C. Section 12183 which only applies the ADA design requirements to new construction and alterations in public accomodations and commercial facilities - hence, the grandfather clause."

Design requirements only apply to new construction, however reasonable accomodation apply to any public facility.
