Default Clearing Up Ineligibility for a Driver's License

My question involves a driver's license issued by the State of: COLORADO

I ONLY HAD MY LICENSE FOR ABOUT 3 WEEKS WHEN IT WAS FIRST SUSPENDED FOR POINTS, THEN 60 DAYS LATER REVOKED.. BOTH LETTERS CAME FROM THE DEPT. OF REVENUE IN COLORADO. THEN AT A COURT APPEARANCE I WAS TOLD THAT SINCE MY LICENSE WAS LESS THAN 30 DAYS OLD THAT NDR NEVER VALIDATED IT SO THAT MEANT THAT I LEGALLY WAS CONSIDERED TO HAVE NEVER HAD A VALID LICENSE IN COLORADO.. sO NOW 10 YEARS LATER WHEN I TRY TO GET A LICENCE IN ARIZONA THE NDR SHOWS... NOT ELIGIBLE PER COLORADO. ARIZONA HAS NO IDEA WHAT THAT MEANS.. SO I CONTACTED COLORADO ONLINE AND THEY SENT ME AN EMAIL STATING THAT MY RECORDS SHOW THAT I AM/WAS ELIGIBLE FOR REINSTASTEMENT AS OF 12/21/2002. THEY SENT THIS EMAIL 3 TIMES IN A ROW TO ME... THEN THEY SENT 3 MORE EMAILS SAYING THAT THEY WANTED TO RECALL THERE PRIOR EMAIL.... NOW WHAT THE H*** DOES THAT MEAN? AND WHY WONT THEY RESPOND TO ANY MORE OF THE EMAILS I'VE SENT, SO HOW CAN THETY REINSTATE A LICENSE I NEVER HAD. AND WHY WONT THEY REMOVE THE NOT ELIGIBLE SYAYUS ON MY NDR

Your license was revoked in Colorado, so they can charge you a reinstatement fee before you're again eligible for a license. If you want to try claiming that your driving history in Colorado was so atrocious that your license was revoked retroactively, such that you should not have to pay the fee, you can expect that argument to fail.

I cannot see any of the emails from here, so I am not in a position to explain them to you.

Well they finally replied back to me by email today they now say thati have to file 3 forms ,,,,a app for reinstatement..a out of state residency verfication and a certification of accepance of responcability under dui laws.. And of course pay them $95.00 for this all to be cleared up. And them to clear my ndr of any blocks. First off what the heck is a certification of responcability anyways, and i'm not legally signing anything that claims guilt and holds me legally liable.. Do i have to by law ...what rights do i have in this??? ALSO I NEVER HAD A VALID LICENSE IN COLORADO ARRORDING TO NDR AS THEY HADENT VALIDATED IT YET....
