My question involves unemployment benefits for the state of: CA
The Question:
Denied FED-ED extension after receiving Regular 26 weeks, as well as, 1,2,3 and 4th extensions.
Letter stated:
203(c) Public Law 91-373 The claim is invalid because it is not based on the most recent valid regular UI claim.
615.2(c)(2) Title 20, Code of Federal Regulations
4001(d)(2) Supplemental Appropriations Act of 2008 (pub.L. No. 110-252) Did the claimant earn sufficient wages in the base period of the unemployment claim to qualify for extended benefits.

I appealed my denial for FED-ED benefit extension writing a letter stating that my parent claim shows I have earned sufficient wages and that to my understanding if I had worked during the time that I was collecting UI benefits I would be disqualified from receiving benefits. I have my hearing next week and need help. Am I correctly assuming that I should qualify for benefits? Do I even have a case? What documents should I bring?
Thank you so much for reading this and I hope to get some answers. I will share my results after the hearing. Finding a job has been very difficult, I am glad to report that I am finally getting e-mails saying they will contact me for more information. I went test for County position last week so I have my fingers crossed. I don't know about anyone else, but I have worked since I was 16 you and this has been a very humbling experience. Just last month I applied to 40 positions, I am on my 20th application for this month. Again thank you!
My UI History:
I have been unemployed since 10.2009. I was ~4 months pregnant when I was laid off. I signed up with EDD as soon as I could & started receiving $450. I was able to collect SDI benefits due to pregnancy disability and PFL benefits, during this time I contacted EDD to let them know I was unable to work due to pregnancy. I went back to UI benefits to begin collecting against my original 26 week claim that had not been exhausted at this point.
On 10.10.2010 I was told to resubmit my information to make my claim current, since my benefit year was expiring. This led to reduced benefits, later I was refunded under a new law that said claims will be based on wages earned during the parent claim (10.11.2011). All of this time I was looking for work and documenting applications etc. I was getting paperwork notifying me of my next extension and how many benefits I had left in my current claim etc.
My family has made significant cut backs in order to support my job loss. I received a letter 10.11.2011, stating that I would need to update my information once again. At this time I thought ok, same thing as last time. After confirming my information over the phone, I told the agent of my reduced benefits and how I was told over the phone that another agent would submit paperwork to correct the problem. A few phone calls later documentation was completed and I saw a refund in my edd account for those weeks that I was receiving a reduced amount. A few days later in the mail I received a letter stating that I was denied the FED-ED extension and I would not be receiving further benefits.
