Default 17 Year Old Moving Between States

My question involves guardianship in the State of:Missouri, My son has a girlfriend who is turning 17 in Feb and she wants to move to the state of Az but from what I understand she is only a legal adult in the state of MO and cannot move out of the state until she is 18. Her grandmother has legal custody of her at this time and has no intention of giving guardianship to me so she can live in Az.
Question: Can she be emancipated when she turns 17 and can she do this herself? If she decides to leave on her own and come to Az, can the grandmother sue me or try and get me arrested if I let her live with me?
What I need to know is what could happen to me or her if she moves out of the state of Mo at 17 with out consent of her legal guardian?

She stays where her legal guardian says until she becomes a legal adult.

She does not qualify for emancipation.

If you let her live with you against grandma's wishes, you can face FELONY charges. You really don't want that.

She is not a legal adult in Missouri, either.
