That is a number for the state of AZ emissions testing. Ask if your friends car is exempt from testing as well as if there is any financial aid.

Got the name and address...
My friend went to the emissions testing site last evening that he first took the car to after purchase and they were most helpful. Although, they were not allowed to give the info he needed...they understood his predicament and were very willing to assist...he got the name and address of the previous title/registration owner.
I will still call the AZ emissions testing place today to see if he is or can be exempt...(but I am pretty sure HE IS NOT) to find out if they can offer some type of financial aid for my friend.

I will keep you informed of the next steps we take to sue and/or prosecute...if we happen to have any case at all! But, the way I see it...this is FRAUD along with ODOMETER TAMPERING AND WHO KNOWS WHATELSE!!!

I also asked if AZ had a program they offered some type of financial aid and was informed that they indeed DID HAVE such a program but due to the lack of state funding (no monies) the program is no longer available.... although, they did say should funds become available it is possible the program would become available again in the future....which is great but, it won't help my friend right now. So, I am at a loss as to what to do next.
I thought there may have been a little ray of hope when we got the previous name/owner and address of the vehicle but, turns out there's not much we can do other than possibly take them to small claims or civil court and sue. It is astonishing to me as to how "scammers" can take advantage of trusting souls and get away with it without any repercussions whatsoever. So much for decent, honest, trusting, hard-working people. Guess it is a lesson learned "the hard way"!!!

I would suggest paying a lawyer a modest fee to write a letter to the old owner. Let them know that you will be suing in small claims court as well as filing criminal charges for odometer fraud if they don't refund the purchase price of the vehicle.
Maybe that letter will light a fire under there butt so they will take the vehicle back and give a refund.

It has been awhile since I have been here but, I felt the need to update you on this situation....
My friend purchased a computer for this vehicle and installed it and was finally able to take it in and it passed emissions after spending a few hundred more dollars than anticipated. Just wanted to let you know that upon removing the old computer and replacing the new computer in this PT Cruiser...my friend saw where the previous owner had put tape over the "check engine" light that comes on as you start the vehicle which is why it initially wouldn't pass emissions.
Anyhow, as of a few days ago, my friend posted this vehicle for sale and did indeed sell it. He was able to recover most of the money that he shelled out when he purchased it....which in turn now has him searching once again for a vehicle. Moral here is...that he has learned a valuable lesson...to not "trust" people on their word (which is sad) and fully does the research now before jumping in and just throwing away money. So, BUYER BEWARE!!!

You were all a tremendous help to my friend and I and it was very much appreciated.
As of yesterday; my friend found a car that he purchased (a 2007 Nissan Versa) and is very happy with his purchase....FINALLY!!!!
