H1b to H4 to H1b

Hello,

I attended Visa interview for H1b and I received 221g yellow slip , VO requested for additional documents and I submitted them after two weeks.
I heard that it may take anywhere between 4 weeks to 1 year to clear the query or to get any update on my case status.

I have a family emergency and I need to go back to United States ASAP.
My questions are:
1) Can I go for H4 visa stamping (my husband has valid H1b) while my H1b is in process and without withdrawing my case?
2) If I get query for H4 again, will my H1b gets affected in any way?
3) If my h1b gets cleared when I am in United States (if my h4 gets stamped successfully), can i come back to India and get my H1b stamped?
4) If the answers are Yes, are you aware of official link or website that says H4 and H1b processes are different and can be processsed simultaneously as I have to explain this to my company.

If you enter under a H4 you will not be eligible to work unless you either change your status to H1B or leave the U.S. and reenter under a H1B visa.

Due to the issues that can arise from entering on a H4 visa with a pending H1B application, you should consult an immigration lawyer about your situation. Perhaps your prospective employer's immigration lawyer will advise.
