I Am Behind with E.R. Medical Bills

My question involves collection proceedings in the State of: MN

I have an ER medical bill (it's a couple of bills but they are related). I set up a payment plan, but was unable to pay the amount every month. I did pay a little bit every month though. However, I just got a notice that the bills(s) are sent to collection.

What are the regulations concerning this?
