My question involves vehicle registration or title in the state of: Illinois at Cook County
My registration on my 98 Lincoln Mark VIII has a suspension issued by the state that is active from July 26th '11 - Nov 26th '11, which is the earliest date i will be eligible to end the suspension by sending $100 prior to the 26th of November to lift the suspension. Since the money has already been sent and is in place, it's just a matter of time before the registration becomes valid and I can once again drive my beautiful Mark VIII.
However, my vehicle, which has been parked in a private lot of the apartment complex i live in since July 26, has been getting tickets for invalid registration almost every other day. I've been able to catch up with 3 of the officers from the sheriff's dept(unincorporated area) as they were issuing the tickets to show them the letter from the state notifying me of the timed suspension on my Mark and to prove that there's no need to issue a ticket that it is going to be nullified in the end because I can't do anything about the suspension besides wait for the 26th of November.
As it turns out, even though I've taped the letter to the front grill and back trunk lid above the plates and inside the front windshield by the wipers where they leave the tickets, I've still managed to amount 31 tickets so far for invalid registration, each of em asking for a $50 handout from various officers but most of them are issued by the same 3 star #s I had personally spoken to. But here's where it gets kind of shady. On 4 occasions I found the car in the morning with two tickets by same 3 star #s that have been mostly spamming me. Say for example 1 would be for 9/12/11 at 11:42pm and then the other one being issued at 1:19am 9/13/11 & placed right next to the other ticket. Best part of it all is that on one of these double ticket nights, both tickets that were issued were by the same officer!!
What in the world are these Cook County "sheriffs" thinking to engage in this insolent behavior? I'll be honest that when I spoke to the 3 cops, i sort of told them in an arrogant attitude that these attempts to collect money on my behalf are futile in effort since there is nothing that's going to lift the suspension until Nov 26th, so in a way I can understand why they would want to spam my vehicle with numerous citations for the same "offense", but.... Is the excessive tickets from the sheriff's dept(especially the double ticket instances) a form of harassment?
