My question involves criminal law for the state of: CA

I am having a problem with someone stalking a close family member. The stalker life in USA, however, my family member living aboard.

The stalker has been stalking my family member by emails, SMS, and international Calls.

My family member went to the local police in that country, the police mentioned unless your stalker is here we can't do something about it.

Recently this stalker start emailing other family members including me (I never met the stalker myself, and I live in U.S.). Apparently, he collected the information online, although I suspect he did hack my family member email account.

I received few ugly emails that I would personally be ashamed even mention them, they include a very offending and sexual phrases. I never been on touch to this stalker as well as I never emailed him back or responded to him.

I contacted his (email provider), and requested to take an action but they failed to help because the offending emails where not pure in english (mixed of english and another language).

Right now this person is offending my family member calling here over 10 times a day. He even threaten to make false accusation about the family and post it online.

My family member ended going to U.S. embassy with all the harassment proves, they told her unless she is in the U.S. they wouldn't be able to take an action.

My question what action can we take against this stalker to stop him.

All mean of communication this person used sexual offending statements.

Please advice.

If the victim is abroad, then the laws of that nation may very well apply, not the United States.

My family member went to the local police in that country, the police mentioned unless your stalker is here we can't do something about it.

Pretty much the same here, too. Since her life is really not threatened, it is a harassment issue which would get a big yawn here as well ... so long as the parties lived far apart.

If you are being harassed, you can make a report to the local police. Unfortunately, unless the suspect lives within the jurisdiction or nearby, it is unlikely they will be able to do much about it. This is almost certainly a misdemeanor offense and one that they are not going to seek extradition of a suspect for - even if they can prove who is sending the emails and texts.

My question what action can we take against this stalker to stop him.

Change emails and phone numbers. Or, block his email address and numbers. Send the emails to spam and ignore the rest. If he is ignored, he may just go away.
