My question involves child support in the State of: Colorado

I am 17 and currently 10 weeks pregnant. The father refuses to have anything to do with the baby and says the only thing i will get from him is money and that is only if he is FORCED to pay it. He is only 16 and also says that he does not legally need to pay for it until he is 18. Ive also heard that he doesnt need to pay unless he signs the birth certificate. Is any of this true? and is there any way I can get money from him sooner?
