Default No Proof of Insurance Ticket - VC 16028a

My question involves traffic court in the State of: California

Say someone borrows a friend's vehicle and gets pulled over. Can that person get a ticket - specifically for no proof of insurance (16028A) - even though they show the police officer their friend's valid insurance card?

Let me know if any more info is needed. Thanks in advance.

As long as the friend has a valid CA driver's license, there should be no problem. Most (all?) insurance policies cover occasional use by another driver not listed on the policy as long as that driver has a valid license.
