My question involves child support in the State of: New York

Hi, I recently just discovered that my biological father had been paying child support for my twin sister and myself from our date of birth to the year 2002. (approx. 14 1/2 yrs) So I dont need to enforce payment just information on why our family never received the payments... Who would I contact for such information and why would it take so many years for me to be notified that he had been doing the right thing and supporting his children?! I am aggravated because if the state is holding the payments, it is wrong and made me believe that he was not paying the child support at all. I am now 23 years old, and I know I would not be able to ask for child support from 18 and up, but I would appreciate receiving the money that is rightfully my family's! >(
