He can file for a hardship waiver, but they're not commonly handed out.

No, he came in when he was 18, through Arizona, I believe. He has never left and I understand is subject to a 10-year ban at this point. So if the I-601 is available, what would be the procedure? File the I-130 on his behalf, then if it is approved, file an I-485 and I-485 supplement? Is the I-485 the step where the I-601 will be needed?
