What if a Young Adult 17 Who Has Aspergers Wants Independence from Parent

I have friend who is living in Rhode Island right now. He has aspergers and gets SSI for it or for his mothers disability. He is wanting to move to Florida when he turns 18 to live with friends. What does he need to do in the next 7 1/2 months? I know that they live in section 8 housing up there. His mom has told him even when he is 18 she can still control his money from SSI. He is wanting a better life for himself but he is constantly downgrade by his mom and is wanting his freedom. Can you help me out so I can let him know what his options are? He is in a situtation right now where he is going day to day not knowing if his mom will have food for him to eat or not. I know she goes to the casino's alot or spends what money they have left from SSI after the section 8 homes rents been paid. HELP what can he do to get out of there and take claim of his own SSI money?

In other words, if your friend is receiving minor bennies, he does realize they stop when he reaches 18, right?

no its not minor benefits he has a form of autism which is aspergers. what i have read on ssi website they can get benefits for life because of that. it is also the fact what can be done now to help him out. i am also looking for answers
