Car Dealership Has Not Paid Off Trade in Obligation

My question involves a consumer law issue in the State of: south carolina I traded in a car when buying a car at a dealership in South Carolina in march 2011 its now july and the dealer still has not paid off the loan. They have been making payments on the loan and promising to pay off the loan, but no payoff. a complaint has been filed with the SCDMV, and the dealer has been served papers by the SCDMV . My question is how long dose the dealer have to pay off the obligation once he has been served papers by SCDMV?

It's not a matter of "how long dose the dealer have to pay off the obligation once he has been served" - the dealer should have paid off the loan long ago. Late is late. Perhaps a notice from the SCDMV will inspire them to now act, but if it's a question of their not having the money the notice won't change the underlying problem.
