Speeding Ticket (with No Front Plate) in Snohomish Washington

My question involves a speeding ticket from the State of Washington.
I was pulled over when I already slowed down to 60 on I-5 about mile 185.
Motocycle officer told I was 73/60 and also warning about missing front plate.
I was ticketed for 65/60, SMD checked.
Should I go mitigation with deferral or contest hearing and discovery request?
This is my first time ticket and insurance will increase 30% if it goes to my record.

Check the contested box, and file it with the court at 11-14 days from the date you were ticketed if you haven't already. File a discovery request with the prosecutor and the court at the same time. Find out when the ticket was filed with the court while you're there. Scan and post the results of the discovery request here if you ever get it. As for the contested/mitigated/deferral, most judges will allow you to change what you want to do on your hearing date.

I have read and known someone said it's better to attend a contest hearing before the actual date to know how people doing.
Should I go to the court in my town (Olympia) or the court I am going to the hearing?

You meant mail 2 discovery requests to the court and prosecutor?

File a discovery request with the prosecutor and the court at the same time

Just sent ticket today with Contested Hearing checked.
Could you please tell when I can send Discovery Request? and to whom, the court or prosecutor?

You can make the discovery request at any time, but I always wait until exactly 14 calendar days before the hearing to give the prosecutor the least amount of time to respond. They have 7 days before the hearing to respond, and up to the day before the hearing to get you a copy of the officer's statement.

The best way to serve the request and retain proof is as follows: Go down to the prosecutor's office with three copies of your discovery request. Have them stamp all three copies. Leave one copy with them. Next, go to the court. Have them stamp both of the remaining copies. Have them file one of the copies, and you keep the last as proof that you filed the discovery request. Don't lose it. Bring it with you on the day of the hearing, especially if you never get a response. If you search around this site, you will find a discovery request document floating around on one of the fileshare sites.
