Determining Fault from an Accident Photo

My question involves an injury that occurred in the state of Pennsylvania: May I have an opinion of who is at fault from this photo? I understand many considerations are considered when deciding at fault, but I would like an opinion based upon this photo. Thank you.

Thank you. I was hoping the photo would help. The sedan ran a red light, but is claiming he did not. No witnesses.

idk about Pennsylvania, I had a accident years ago where I was backing out of a driveway and hit a car on the road that I could not see because they did not have their headlights on. Because I was backing out my insurance said the burden of proof was on me to prove they did not have their headlights on or did somethign else wrong, which of course they denied so it was my fault. So I belive its going to come down to who the burden of proof falls to to prove they had the green light. Based on where the impact occured it seems you were in the intersection first and they hit you, but I could not say if that puts the burden of proof on them or not.
