Crazy Neighbor in Hawaii

Do I have a Slander Suit? Or what should we do?
We live in a appartment style housing (2 units upstairs, 2 units downstairs) on a Military base in Hawaii and our neighbor downstairs is driving us crazy. My husband is the one in the military, and because of her he almost was not able to re-enlist. We have a small-med dog that is a mix of Border Collie and German Shepard (Basically he is a really furry dog that would love to lick you and when he barks or growls it makes you laugh rather than be scared). So she is calling my husbands command (his bosses) and saying that we are washing our porch off and all of the pee and poop from our dog is falling down on her yard, her grill and on herself. 1. Our dog does not pee or poop out there at all, 2. she doesn't own a grill and 3. we have never washed off our porch when she was home. We have washed off our porch twice and both times she was not home, and we verified that before we did anything (I will not even water my plants when she is home or I water in the middle of the night when I know that she is sleeping). Washing the porch off is due to it being dirty from sand and dirt not dog feces. So she is continuing to call my husbands command complaning about the dog pee and poop and then they call my husband into the company office and yell at him and tell him that if he doesn't stop her from calling that they will "charge him" (write him up so he can't re-enlist). I was talking with one of our other neighbors the other day and they said that she told them that my husband and I are literally throwing the pee and poop at her!
Isn't this Slander? What can we do? I have had to take off of work somtimes to go to the meetings with my husband and his command, therefor loosing out on pay. Also she has called the Game Warden (they deal with all animals on base) and they said that if she keeps complaning that we will have to move off base or get rid of the dog. We told them that she is lying and they believe us, so we will not have to take any action. However with my husbands command-- they are getting really sick of her calling and it is making it really bad on my husband and his work.
Another note: Her husband is currently in Iraq and was/is good friends with my husband..... however he is gone for 3-4 more months and there is really no way of contacting him except for email and she checks his emails and erasses them, so he doesn't get them.
What can we do? Getting an appointment with JAG (military lawers) is really hard and I don't want to have to take time off of work again if it isn't necessary. However I really want this to stop and I am willing to do anything.

I know nothing about the laws regarding this, but I was thinking that maybe you can put a surveilance camera on your porch. When she complains again you can prove that your dog has not been on your porch,so there for there would not be any pee or poop from the dog. Take a picture of her porch to prove she has no grill. She sounds like she has nothing better to do all day but complain and cause trouble. My neighbor is the same way!

Your husband's C.O. can yell at him because he's your husband's commanding officer. It sounds like the problematic neighbor is a civilian - he doesn't have that type of control over her.

Do you have a friend who can take in the dog for a few weeks? It would be interesting to see if she continues to complain about dog poop if you don't even have the dog in the apartment.

Yesterday we wired 3 cameras, that tape to a DVR. Two point over our porch and her yard below and one inside pointing to the sliding door. The cameras move about 180deg. except for the one inside that doesn't move. They are really small and you can't see them. Funny thing we were watching it lastnight and we caught a guy comming into her yard and her making out with him! It definately was not her husband! We made an apt with JAG but it isn't for another few weeks. Hopefully we can get this settled and taken care of. Someone mentioned a restraning order? It can stop her from making calls to my husbands command? Is that possiable?

I bet if your neighbor saw a COPY of that tape she would stop complaining.
