Plant Runners Encroaching Neighbor's Property

My question involves real estate located in the State of: New Jersey
A bamboo plant on my property has its runners extending onto my neighbors property.

While I've cut the runners and tried stopping, they have taken growth on his property- am I responsible (financially) for the removal of those plants on his property? it's a lot like pachysandra...

from what I hear it is worse that pachysandra. Bamboo grows much faster I believe.


So, do you have a root barrier in place? Did you plant the bamboo?
