It can depend upon the nature of the cause of action and where the cause accrued. If this is over a car accident that occurred in your county, then suing in your county shouldn't be an issue; although state laws would also typically allow you to sue the defendant in the county where he lives. If this is a lawsuit over an item he sold you on craigslist that you picked up at his house, it's more likely that you would have to sue in his county - although if you sue him where you live and he both appears and fails to object, I would expect your local court to resolve the case.
Generally speaking, a defendant can be sued in the county in which he lives.
