Getting a License With an Unresolved Out-of-State DUI

My question involves a driver's license issued by the State of: AZ and NJ
My license was cancelled in AZ in 2009 for not completing payment of fines for a DUI. I now live in NJ and need to get a license. I still owe around $4000 and just started making payments again to AZ but its going to be awhile before thats paid off. I've tried to contact the courts to find out if there is anyway I can get a license but they basically said there's nothing they can do until total amount is paid, is that true? Can I apply for a new license in NJ while paying off fines in AZ?

You can apply for one. There is no guarantee they will issue one. If they do and later find out about the revoke on your AZ license, you can expect they to suspend/revoke the NJ one as well.

Every state that I'm aware of asks about out-of-state suspensions as part of the driver's license application process, in which case the only way they're not going to find out about the suspension is if the applicant lies; I haven't investigated New Jersey's laws on that issue but in some state's it's a crime to lie on an application for a driver's license.
