Marijuana charges

My brother has two charges (possesion of Marijuanna and Possesion of Paraphernalia) from 1995 when he was 19 and when I look up his record is says that the charges were disposed. He also has two charges from 1999 for (possesion of Marijuanna and manufacturer/distribute Marijuanna). In his public records it lists these charges as a warrant, where the case is closed and has a note that it was forwarded from district court to circuit court and the file for circuit court is listed as an indictment, where the case status is open/inactive. All of these cases are for Maryland. He has moved to TN and failed to appear in court on the last charge. He needs these cleared up for employment purposes.

I would like anyone's thoughts on how hard it would be to clear these from his record? Do you think any jail time will have to be served? What should be our first steps to have these removed?

He should retain a lawyer in Maryland to assist with resolving the outstanding charges. If he's lucky, the lawyer can engineer a deal where he doesn't get jail time, or possibly even gets a dismissal.
