How Can I Get Custody of My Daughter from Her Father

My question involves a child custody case from the State of: Indiana
my daughters father has custody of her though cps it has been almost 8 yrs now since he got it and i feel that she is not in a stable enviroment have called cps on him many of times and they just move from that address to a new one so wat could i do my rights were never terminated.

yes he has had her for the last 7 yrs he bounce back and forth from place to place with her she is never in a permenat place she has not been to school but 2 days in the last 2 weeks she has walk home from school which is way on the other side of town and they was staying with his brother on the opistite side of town... cps gave her to him because they didnt think that i could take care of her and my youngest at the time cause of my depression and there was no wisitation order that was left up to us
