Failure to Pay Referral Fees

My question involves business law in the state of: NJ

Few days prior i referred 2 candidates to a recuriter and he promised me verbally to pay referral fees for each placement but once those candidates got hired he is saying that he cannot sign any contract with me and he is going to cut a check out of his pocket which i doubt he will ! Those two candidates are scare to appear as a witness in court and as a result i am stuck for real...........i worked hard to find both candidates and now this recruiter is fooling me around....i am thinking to sue him in small claims court ! My question is do i have any chances to win ?

It would have been nice if you could have got that contract signed before you did the work. Now it is your word against his even if both candidates show up for court unless thos candidates also know of your monetary deal first hand with the recruiter.

But what do you have in writing is most important. What do you have to prove your case that you can show a judge?

It may be worth a shot for a $100 or less court fee.
