Default Becoming Guardian of a Child Who Lives in Another State

My question involves guardianship in the State of: Guardian Illinois Child Mississippi

I have just spoken with a minor and his father, who lived in my town a year ago. The father has a drug problem, leaving the child alone for days on end. After speaking with the child over the phone multiple time he asked if he could come live with my family. He then spoke with his father and got his permission as long as he finishes the school year out there. What I am hoping to get info on is what steps do I need to take to legally cover myself and family? Thanks any help will be appreciated.

    Where is the mother?

Who has legal custody of this child?

Why haven't child services been involved when a child is being left alone for days at a time?
