    Default Lien for State Taxes

    It appears I have state taxes that are own starting in 2004 and the amount doesn't seem to be going up. Problem is I have been out of the country since 2000, and now I'm about to make a renewal passport. Will these outstanding taxes result in a arrest warrant or deny me a new passport?
