Default Legalities of Creating and Reselling a Product from Several Generic Ingredients

I want to create and resell my lawn fertilizer formula that is made from several everyday generic ingredients. What would be the legalities in this (and other similar) situation?

You would have to be certain that you're in full compliance with any relevant state and federal environmental and labeling laws, and depending on the components may have to deal with additional regulations of certain fertilizer products and components that can be used in the making of explosives.

Laws vary by state (and country).
