Harassment by a Neighbor in New Jersey

This all has me so shaken so I'm sorry if I'm posting this in the wrong place. I have a neighbor who has started harassing me when walking my dog. She's a woman in her 80's. Not only has she called me a b@$tard several times she's repeatedly called me a drug user. I'm 60 years old , disabled and never used drugs a day in my life. She has harassed several other neighbors here and I know that one took her to court. I don't know what the results were as I'm someone who minds my own business and doesn't ask anyone questions. All our conversations are strictly 'how are you' 'it's a nice day today' etc. when we see each other. I've been living here 12 years and not once did I ever have a problem with any neighbor prior to this, nor did any of them ever have a problem with me.

I called the rental office the other day and when I told the girl what happened she said 'oh the Infamous (woman's name). I have to go in and fill out a complaint.

Am I allowed to take my tape recorder with me when walking my dog and record anything she might say to me? Even if the recording is just used so the rental office can here it?

I don't see any reason why you can't carry a tape recorder, as long as you're not using it to record the conversations of others (as opposed to those to which you are a party).
