Custody of My 13 Year Old Sister

My question involves a child custody case from the State of: Virginia
I have a 13 year old sister who i would like to get custody of. I am currently engaged and my fiance does have a job where as I dont. The situation my sister is living is very unfit. My mother does not clean house and is using drugs. My sister has been diagnosed with depression. My mother does not make her attend school as she should. My sister begs me everyday to get custody of her. My father is currently living with my mother. They have quite a few animals and does not clean up after them. My sister has to make her own food and is often not very nutritional. My mother very seldom cooks a healthy meal. My sister mainly lives off of junk food. Is there any way possible that when i get married that i could get custody of her since i will have income coming in? Thank you please reply as soon as possible.

You need to call child services and get them involved if your sister is genuinely and truly being neglected (be it by house conditions, educational neglect, whatever).

Unless your parents - BOTH of them - are proven unfit, you don't have a chance at getting custody of your sister.
