Default Bail Amount vs Traffic School Amount

My question involves a traffic ticket from the state of: CA

I am wondering why the "bail amount" is lower than the "traffic school" amount
You have to pay $20-25 for online traffic school anyways. So what is the difference in the amount of the "traffic school" amount attribute to?

If I want to do written by declaration, do I pay the lower "bail amount"?

The bail is set by the bail schedule.

If you are not doing traffic school, it pretty much goes without saying that you don't pay the traffic school amount.

    bail amount is $250
    traffic school is $280
    Difference of $30
But when I go online traffic school, I have to pay $25 for the course. So why the extra $30 in the first place? It doesn't pay for traffic school.

In addition to the enrollment fee that you pay to the online school, you have to pay an administrative fee to the court. It is usually set at $49. So you'll have to contact the court for an explanation of the "$30". Also, and as of January 1, 2011, a new law was enacted (VC 42007.1) authorizing another charge (in addition to the $49 fee) described as "determined by the department" although I haven't read all the related code sections and I'm not going to guess the exact amount.
