Workers Ticketed on a Construction Site for Parking in a Handicap Space

My question involves traffic court in the State of: Florida, Broward County.

What is the best defence for a ticket where construction workers are ticketed for parking in the Handicap lots while there is an additional 200 lots remain empty?

The property is not open to public at this time. With "No Trespassing" signs posted.

Officer cited a violation of statute 18.5.2 - "H/C Parking - No placard Visible".

Must be a local ordinance. You can try arguing the fact the property was closed for construction, but frankly the state statutes don't provide any exemption for people being allowed to park in marked handicapped spaces just because the lot was closed to the public.
