Marriage License With No Certificate

My question involves marriage law for the State of: ontario canada.... if my boyfriend andhis ex got civily married in their backyard and only had a marriage liscence but did not apply or receive a marriage certifcate ... is their marriage legal?? and how do i determine if its legal or not.. she is asking for money from him but we refuse ... she was not able to change her name for some apparent reason due to not having a marriage certificate
