Names on Car Title vs Car Loan vs Registration

My question involves insurance law for the state of: CALIFORNIA

The car loan is under my dad's name and so is the registration and the title of the car.
The loan is still being paid for. I would like to know whether both he and i can register our names for registration of the car with the state without my name being under the loan and title. Or is it possible for me to be added to the title without my name on the loan.

Once the car is paid for, you can remove the lien holder and title the car in whoever's name you want to. Until then, no.
