For most city cops (and even deputies), that should keep you off their radar screen. Having tool bags, handheld flashlights, and slow movement tends to be the norm for what we are looking for.
Many things are sold that are not legal. Heck, they sell motorized scooters at stores that cannot be legally operated on the road or sidewalk! Look at lighting devices they sell for cars that canno tbe used when the vehicle is on the road or operating.If it is illegal to have a flashing red light as a bike light, then why are they being sold?
As was pointed out, it may well be that the flashing red light is not unlawful per 21200 and 25250. I have never thought to cite for it, and no officer I know of has ever thought to cite for it, so it may not be an issue at all and may get dismissed. You might even be able to get all of them dismissed at the arraignment by pointing out their inapplicability.
Were the citations indicated as correctable? If not, then they likely will not sign off anything.Since it sounds like all of this was an "unlawful detention", can I file a complaint? My brother said to just go down to the station with my ID and they will sign off on the ticket, but probably have to pay $10 or around there.
And, yes, you can file a complaint with the agency. You will not be notified of specific results, but should be notified of any general finding that might come about.
