Life Insurance Accidental Death Claim Delay

Sir, I lost my wife employed in state govt in road accident on 04.11.2011. my deceased wife had LIC policy for 4 lakhs taken on Apr2009.I have sumbmitted death certificate,postmortem certificate,legal heir certificate,municipality burial certificate,Police FIR, Inquest report to LIC, but LIC is still asking for Form E employer leave certificate qouting the reason early claim..pl kindly let me know for accident death claim whether employer leave certificate Form E is must to submit them(LIC) to process claim.Thank you sir.
