A website's terms and conditions are subject to copyright; if you review a lot of websites you are likely to see a lot of very similar language, so it may be difficult for some sites to prove provenance. But if you want to copy somebody else's work, you run the risk that you'll be accused of copyright violation.
You should also investigate issues that may arise under the laws of your undisclosed state and/or country.
If you just grab someone else's rules wholesale, you're likely violating copyright.
However, if there's only one way to say something then that way can't be covered by copyright.
This comes up in game rules a lot. I imagine rules for how to use a website may be similar.
